Investment Dealer licences are issued by the FSC under the Securities Act 2005 and enable the holder to deal in securities, execute client orders, and operate trading and brokerage services on a regulated basis. Mauritius offers three categories of Investment Dealer licence.
Full Service Dealer
The most comprehensive dealer licence — enables dealing in securities for own account and clients, proprietary trading, market making, and investment advice.
Broker
An execution-focused licence authorising the holder to execute client orders in securities on a pure agency basis. No proprietary trading or investment advice permitted.
Discount Broker
A streamlined licence for technology-driven, online brokerage platforms focused on low-cost order execution.
Licensing Process
Investment Dealer applications are reviewed by the FSC with particular scrutiny of capital adequacy, compliance frameworks, and qualifications of key personnel.
Capital Requirements
Investment Dealers are subject to higher minimum capital requirements than advisors, reflecting the principal risk inherent in dealing activities.
Transaction Monitoring
All Investment Dealers must implement robust transaction monitoring systems to detect suspicious activity, market abuse, and AML/CFT red flags.
Technology & Systems
Applicants must demonstrate adequate IT infrastructure, order management systems, and cybersecurity arrangements.
